Have you been a victim of crime or has your home been attacked because of your race, sexuality, disability, political opinion or religious belief?
If so, you may be eligible for personal and home protection measures under the Hate Incidents Practical Actions (HIPA) Scheme.
This scheme is available across Northern Ireland to support victims of hate incidents at their homes. It can provide personal and home protection measures if your home has been damaged or if someone from your household has been a victim of a racist, homophobic, disablist, sectarian, transphobic or faith related attack.
It is available to owner-occupiers, tenants in privately rented properties, Housing Executive properties and Housing Association properties.

How the scheme works

All hate incidents must be reported to the police to be eligible for support. When an incident is confirmed by the police, minimum repairs may be carried out to secure the property (make temporary wind and watertight repairs) and remove a resident’s property to a Housing Executive storage facility where re-housing is deemed necessary. If requested there will be a follow up visit by your local Police Hate and Signal Crime Officer or Crime Prevention Officer who can provide a personal attack alarm to the occupants if required and can discuss provision of additional security measures. Victim Support can also provide support and there are specialist advocates for Lesbian, Gay, Bi-Sexual and Transgender victims, for victims from minority ethnicities and for victims with a disability.
The scheme is available 24 hours a day to provide support and reassurance to victims of Hate Crime. To report an incident contact your local PSNI station on 101 and state that it is a hate incident.
